Foreign Ministry Spokesperson responds to questions about the military’s role in Thai-Cambodian relations

In response to questions regarding recent media reports alleging that the Thai side may have initiated recent clashes between Thailand and Cambodia due to domestic politics, criticizing the role of the Thai military in Thai-Cambodian relations, as well as alleging lack of coordination between the Thai Foreign Ministry and the military, Mr. Thani Thongphakdi, Director-General of the Department of Information and Foreign Ministry Spokesperson said that clarifications have already been sent to the news agencies concerned, which can be summarized as follows:

First, Thailand did not start recent clashes with Cambodia because it simply has no reason to do so and no benefit to gain therefrom. Any such adverse action would only harm Thai civilians living along the border and undo what Thailand has long been working for in promoting relations with Cambodia and advancing ASEAN on its road towards becoming an ASEAN Community. Besides trade and investment, Thailand has pursued various forms of cooperation with Cambodia, many aimed at bettering the well-being of its people. 1. Thailand takes note of the submission of a request by Cambodia to the International Court of Justice (ICJ) on 28 April 2011 and will take appropriate steps in accordance with its rights under international law.

2. Thailand is not surprised by this latest move by Cambodia in light of the latter’s pattern of behaviors and clear motives in the past few months, especially since 22 April 2011.

3. Thailand regrets that Cambodia decided to completely disregard progress being made in various tracks as follows:

3.1 Just hours before the Cambodian submission at The Hague, Thai and Cambodian regional military commanders reached a preliminary common understanding to instruct respective troops to refrain from further hostilities at a border area of Surin Province, Thailand, and that boundary negotiations should best be left to negotiators from both countries.
3.2 Also just hours before the Cambodian submission at The Hague, conversations between Thai and Indonesian Foreign Ministers, and between Indonesian and Cambodian Foreign Ministers respectively, had yielded satisfactory progress in terms of diplomacy to ensure continued peace and stability in the area near the Temple of Phra Viharn, which is over 140 kilometres away from where the incidents in Surin Province took place.

3.3 Thai and Cambodian Foreign Ministers already spoke with each other and agreed to meet soonest to resolve outstanding issues to the bilateral relations. We have heard the endless accusation game of the two countries about who shoots first in the Thai-Cambodian conflicts. Now I may analyze this as a tip.

IT IS THAILAN:

  1. Extremist group pressure: The extremist group in Thailand may pressure Abhisit and Thai military to attack Cambodia in order to revenge Cambodia for jailing heir friends and to takeover those Khmer Prasat by forces.
  2. Leadership conflict: Thai army and Abhisit are not getting along. They have internal conflict over how to resolve the conflicts with Cambodia. Abhsit may want to have talk but not the army.
  3. Power status-quo: Thai army has been viewed as the champion of coup de´ta in the world. It is the elite in the army  that control Thailand. These people want to sustain their power sources by waging war against Cambodia and testing their military might.
  4.  Nationalism: The dispute is seen as a way to rally nationalist sentiment and also, most importantly, to entrench the armed forces at the center of national security and political life. In the run-up to what is expected to be a hotly contested national election, keeping in the center of politics will be crucial for the military, and so they are unlikely to abandon the dispute.
  5. Military pressure for bilateral talk: It is the only option that Thailand can do now in order to pressure Cambodia back to bilateral talk. Thailand never want third party to get involved or it will lose again. Thailand dare to choose this option because it clearly understand the the weakness of ASEAN, Cambodian leaders and Cambodian military logistic. It seems to prove right that Hun Xen a few days ago gave a blink that he opted to accept bilateral talk for the two temples- Prasat Ta Mean Thom and Prasat Ta Korbey, but Thailand need all negotiations in bilateral principle with Cambodia, included Prasat Preah Vihear.
  6. Diplomatic and political justification: To tell the World Heritage Committee (WHC) that the conflicts don´t occur only at Preah Vihear temple. They happens because the two countries haven´t completed the border survey and demarcation yet. So, the conflicts around Preah Vihear temple is not the only case and WHC should reconsider about Thailand´s request to withdraw the Preah Vihear Listing and the management plan areas around it.
  7. Abhsit´s government´s status quo: Abhsit and military may want these conflicts to be more escalated in order to remain in power without election.
  8. Internal issues distraction: Abhishit and the army may want to distract Thai people from condemning their incompetent leadership in dealing with the internal conflicts, and social and economic injustice in the country.
  9. Diplomatic offensive against Cambodia: It is also aways to save its face in the  international arena by trying to demoralizing Cambodia through its two strategical faces: diplomatically initiate peaceful negotiation in the front and strategically plan the attack at the back. And then add more reasonable propaganda that Thailand is acting in self-defense and proportion.

IT IS CAMBODIA

  • World attention: To get the attention of the third party, ASEAN, UNSC and others.
  • Internal distraction: Hoon Xen may use this a pretext to distract Cambodian people to from his violent rule in the country, like land eviction and economic hardship.
  • Distraction from Eastern invasion: It is also a means to distract Cambodians from Viet invasion at the east.
  • Family political dynasty: It is the only chance for his son to build up his merits for future´ political career, to replace him(?).
  • Nationalism and power: To gain more support from the people so that he can cling on longer to power.

NOTE:  It seems that Thailand is being viewed as the provoker because it has refused to accept the multiparty talk , sign the Term of Reference to allow the international observers to the border clash in order to maintain peace.  Whereas Cambodia has repeatedly demanded it and more importantly Cambodia is weaker than Thailand, so there is no reason that Cambodia provoke war against its more powerful neighbor.

CEASE-fire MEETING

Cambodian and Thai military commanders concluded a 40-minute meeting on Thursday 10:50 a.m. at the O’smach between Cambodian Major General Chea Mon, commander of Military Region 4 and Lt Gen Thawatchai Samutsakorn, commander of Thai Army Region 2. They promised a ceasefire after seven straight days of armed clashes between the two countries’ troops over the border disputed areas since Friday last week.

I hope the result of the cease-fire meeting today between Major General Chea Mon and Lt Gen Thawatchai Samutsakorn will pave the way for the leaders of the two countries to seek for the sustainable resolutions, esp., the signing of TOR, which will play as the mediate instrument paving way for permanent peace for the two countries.

On 27 April 2011, in response to scorns from Thai leaders and a group of Khmer “Yellow Shirts”, Hun Xen said that all these people will die before he does.

Hun Xen’s comments came after Suthep Thaugsuban, the Thai deputy prime minister, commented on his health. Hun Xen’s health condition was published by a pro-opposition website. The report indicated that Hun Xen’s health condition was serious and he was hospitalized in Singapore whereas he was vacationing in Sihanouk province with the provincial governor.

Hun Xen said: “I will not die [KI-Media Note: Does he have eternal life?]. You will die before I do because you are older than me…[KI-Media Note: Sorry Old StrongMan, you are much older than any of us] My voice, I can speak loud [even] without using speakers, I can be heard in the entire room… They said I have lung cancer… With such a loud voice, can you say that I have lung disease?… This is what Ah [derogatory] Khmer Yellow Shirts cursed me, and then it was contagious to the Siamese Yellow Shirts in Bangkok that Hun Xen is sick. I am still alive and they say this much, and what would they say if I were to be really sick… But, Decho Xen does not die easily. The more the Yellow Shirts curse me, it is tantamount to the [Thai] government cursing me. You allow the Yellow Shirts to curse on me and wanting to cut my neck to take my blood to wash their feet, to take my head and stick it on a pole, but I never cursed Abhisit with cutting his neck, nor did I curse any Thai citizen.”

Hun Xen added that in the past, numerous former KR leaders, including Pol pot, they all cursed his life, but at the end they all died before Hun Xen.

As the conflict between Thailand and Cambodia over the Preah Vihear temple spirals out of control, with fighting now spreading to new locations, outside observers have desperately been trying to cool tempers. Not only Indonesia but also other ASEAN countries, including Vietnam, have been putting pressure on the two sides to back off from the brink. China apparently has applied pressure as well. ASEAN as an organization fears that the continuing dispute will only make it look more feckless than it is often perceived to be – and so Thai Prime Minister Abhisit Vejjajiva apparently will discuss the conflict with Cambodian Prime Minister Hun Sen on the sidelines of the ASEAN summit in May in Jakarta.

Do not expect any miracles. Key constituencies in both nations are benefiting too much from the border dispute to allow it to die out completely now. As I mentioned yesterday, the Thai army clearly sees the dispute as a way to rally nationalist sentiment and also, most importantly, to entrench the armed forces at the center of national security and political life. In the run-up to what is expected to be a hotly contested national election, keeping in the center of politics will be crucial for the military, and so they are unlikely to abandon the dispute.

Cambodia’s key constituencies have just as much reason to prolong the dispute, even though citizens may suffer. (But then, having citizens suffer has never been a major problem for policymakers in Cambodia.) The dispute allows Hun Sen’s oldest son, Hun Manet, to play a larger role in military policymaking, potentially positioning him one day to take over running the country from his father. And the dispute, by fanning nationalist flames in Cambodia as well, distracts from other pressing problems, such as the pending eviction of thousands of poor Cambodians from central Phnom Penh to make way for a development given to a close associate of the prime minister. With Cambodia’s domestic troubles unlikely to disappear, the Preah Vihear dispute probably will not either.

MOU 2000-The Root Cause of Thai-Cambodian Conflicts

The Memorandum of Understanding (MOU), signed in 2000 under the Democrat-led government of Chuan Leekpai and the dictatorship-led government of Hun Sen, is a legal instrument meant to set up a joint boundary committee, to help survey and demarcate the border of the two countries Thailand and Cambodia initiated by Thailand.

Many of Cambodians are made to believe that this MOU 2000 is the main legal instrument, giving Cambodia the upper hand, to bring peace, to negotiate the border conflicts,  to protect Cambodian territory and on how to demarcate the border lines. But to me I see it as disadvantage and a root cause of all the problems.

I don´t want to explore other root causes of the conflicts but just MOU 2000 to why it has become the effective instrument to create the border conflicts between Thailand and Cambodia until today.

The positive point of the MOU 2000 for Cambodia is that the border´s resolution between the two countries will be negotiated and demarcated basing on its Article 1 (c), which says:

Maps which are the result of demarcation works of the Commission of Delimitation of the Boundary between Indochina and Siam set up under the Convention of 1904 and the Treaty of 1907 between France and Siam, and other documents relating to the application of the Convention of 1904 and the Treaty of 1907 between France and Siam“.

With this, it is sure that the “maps” mentioned in this Article is the 1:200,000 scale one, which is part of a series of maps made by France that show the Preah Vihear Temple and its adjacent area being in Cambodia. Read the rest of this entry »

Chapter I, Article 2 of the UN Charter which states that “All members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner in consistent with the Purposes of the United Nations.”

2. ICJ’s judgment which stated that “Thailand is under an obligation to withdraw any military or police forces, or other guards or keepers, stationed by her at the Temple, or in its vicinity on Cambodia territory…”

3. Paris Peace Accord, Point 3 “Agreement Concerning the Sovereignty, Independence, Territorial Integrity and Inviolability, Neutrality and National Unity of Cambodia”, Article 2.2:

Border dispute on 2 temples could negotiate bilaterally

PHNOM PENH, April 27 (Xinhua) — Cambodian Prime Minister Hun Sen said Wednesday that the border dispute on temples of Ta Mon and Ta Krabei could negotiate bilaterally.

Hun Sen made the remarks at the conference of Cambodian Women Association for Peace and Development on Wednesday.

However, Hun Sen said that as the issue of Preah Vihear temple has been raised to the UNSC and ASEAN, so “We have to respect the role of ASEAN, all the negotiations about the disputed border areas near Preah Vihear temple must be with the participation of the third party.

But for the disputed areas such as Ta Mon temple and Ta Krabei temple, Cambodia and Thailand can negotiate bilaterally,” he said.

He called on Thailand for a cease-fire, saying that “Cambodia doesn’t want the conflict to spread further.” But at the same time the premier stressed that “Cambodia is small, poor and small armed forces, but don’t forget that ants can hurt elephant.” Read the rest of this entry »

THE NATION: The latest border skirmish between Thailand and Cambodia at Ta Mouan Thom temple is solid proof that Abhisit Vejjajiva’s foreign policy and diplomatic skill towards Cambodia are absolutely wrong and have failed to help bring peace with its neighbour.

NOTE: That´s right! The best solution is that Thailand now must sign Term of Reference (TOR) and International observers sent in immediately.

Watching TV see how our people who fled the war treated,given food,shelter.etc.I feel angry with this govt and think Hoon Xen is just a useless person to rule this country

Cambodia has been peace for years and it has Cambodian National Disaster Management Committee and Red Cross to care for and help the poor, the needy by both natural and social affects, but so far these institutions are never ready and well-prepared just to assist our hundreds of thousand people in need in such a cause.

Political Advantage of Cambodia in Present Conflicts With Thailand

There are two scenario for Cambodia govt now to take the advantage

of the situation because Cambodia now has moral high ground compare to Thailand because Cambodia has shown the will to accept the international observers:

  1.  Be now a defensive attacker but be strategically plan to avoid a larger scale of clash which may lead to an all-out war in order to get the attention of the third party or UNSC.
  2. Cambodia must show its maximum demand to ask for international observers to its side regardless of Thai refusal. Just our unilateral decision to help strengthen our international diplomatic commitment to the world for the peace the world want to see.

These two scenario will pressure Thailand to back down and get the international communities´attention to come in and intervene.

NOTE: We cannot stand by to be attacked because this will undermine our position and demand Thailand for negotiation if Thailand has controlled over those Prasat (Ta Mean Thom and Ta Korbey).

Thailand has only one option now is that it tries to pressure Cambodia to go back to bilateral talk through its military might and this cannot be waged at Preah Vihear. You know why not Preah Vihear and why it moved to these regions? Let you think it.

It also possible for Cambodia govt to take advantage of this new location clash to ICJ coz these Prasat haven´t judged by the ICJ yet. They are a new one.

Asean Chair Should Have Done Better for Regoinal Peace

I feel very upset to hear that Foreign Minister of Indonesia, Dr. Marty Natalegawa (pictured)

- Chair of ASEAN -, canceled his trip to the kingdoms in order broker the Thailand and Cambodia peace. Now it is a time of need that the international communities/Asean must seriously take this Cambodian Thai conflict to table or it would undermine peace in the region and Asean integrity and credibility. We have mechanism in places to encourage Thailand to accept like:

  1. Treaty of Amity and Cooperation in Southeast Asia Indonesia, 24 February 1976, Chapter I Artcile 2. which encourage peaceful resolution to any conflict among the block members.
  2. The UN Security Council’s resolution which gave support to ‘active efforts’ of the Association of Southeast Asian Nations (ASEAN) in bringing about peace among state members.
  3.  It is also signatories of the Paris Peace Accord 1991 in which Thailand is also a signatory. Anyway, I still have a high hope that the Asean Chair will outline the timeframe to broker peace as soon as possible and more I also encourage Cambodian govt to invest its strong political will to bring this happen.

A widow who claims her daughter was raped, beaten and deprived of food over a seven-month period by two separate employers in Malaysia yesterday appealed to the Cambodian government to intervene.

Srey Sophal, 66, from Svay Rieng province, requested that government officials tell Phnom Penh-based recruitment agency Champa Manpower Group to allow her daughter to return to Cambodia.

Speaking at a press conference held by opposition Sam Rainsy Party lawmaker Mu Sochua, Srey Sophal said her daughter had been sent by the company to work at a house in Malaysia where she was raped twice on March 29 and 30 by her employer’s father.

Opposition party members and local rights groups voiced concerns yesterday after Prime Minister Hun Sen confidentially declared his personal assets in a submission to the Anticorruption Unit, citing a lack of full public disclosure.

On Friday, the Premier appealed to other senior officials to declare their assets to the ACU before the April 7 deadline.

Although the asset declaration is confidential, Hun Sen announced he earned a personal salary of 4,600,000 riel (US$1,450) per month, adding that other expenditures for his work were covered by the state and that he will declare his assets again by 2013.

My salary is enough for me to survive,” Hun Sen said, adding that he will now focus on fighting graft in the Government’s land reform, which he said “is encroached on by powerful individuals”. Read the rest of this entry »

Non-government groups say the Cambodian Prime Minister’s comments about his relatively modest salary don’t tell the full story about his wealth.

More than 100,000 state officials and heads of civilian organisations are required to declare their property, vehicles, business interests and other assets under the anti-graft law, passed in 2010. On the first of April, Prime Minister Hun Sen declared his assets to the country’s new Anti-Corruption Unit.

Under the law, that declaration remains confidential… However, afterwards, Hun Sen told reporters he earned a monthly salary of 1,150 US dollars. The comments were criticised by Mam Sitha, president of the non-governmental group, Cambodia Independent Anti-Corruption Committee, who said there was an “imbalance between the size of his salary and his current wealth.”

BODEN: Ahh I think it would be very difficult to believe that Hun Sen and his family were only living off the wages that he declared to reporters recently. I think that’d be unrealistic and certainly looking at some of his assets and some of the things that he’s known to have, he seems to have a lot more wealth than that. I think one of the biggest concerns about the assets that he actually declared in his declaration, they don’t include a whole series of different things, so money in foreign bank accounts etc., I don’t think would be disclosed in that kind of disclosure. And even if he did disclose it, nobody has access to that asset declaration anyhow, so it would be very difficult to ascertain the information. Read the rest of this entry »

What does SRP stand for?

What SRP stands for matters to the voters, supporters and public.

If there’s lessons to be learned, sacking an MP always come with political consequences. In the latest case against former MP Mao Monyvan, the price to be paid is heavy.

His subsequent defection to HRP has brought the on-going negotiation between HRP and SRP to a stall. By celebrating the defection, HRP shows nothing but disrespect and dishonesty. The ambitious HRP president – in constant state of rivalry with SRP – even bragged about his party chance to move up to take SRP place. The negotiation looks more like a cold war between SRP and HRP. It is highly likely that this defection will spur more defections. Any future negotiations with HRP will be met with greater difficulties.

As for SRP leadership, many looming questions have been raised after the former MP unleashed a barrage of criticisms, accusing SRP of nepotism, autocratic rule, and a conspiracy to unfairly replace him, calling Yim Sovann and Eng Chhay Eang families as savage, being in total control of the leadership machine. This is a pattern of dictatorship and corruption, and a path to destruction. Just a reminder: people would vote for regime change, and changing faces is not the same.

Mr. Hun Sen, on the other hand, did not disappoint his supporters a bit. He did exactly what a veteran politician would do: publicly ridicule SRP leadership stance on dictatorship. He now has less and less to worry about his record on democracy. It would be meaningless for SRP to campaign on the issues of democracy or corruption.

Prime Minister Hun Sen (pictured) has again reiterated his intention to rule Cambodia for as long as he live and as long as the people continue to support him.

In a speech during the inauguration of a high school in Kandal province on Monday, 4th April, Mr. Hun Sen said he will rule as prime minister indefinitely as long the his Cambodian People’s Party and the people still support him. “I will continue to rule into the future without a time frame to leave office. The most important thing is whether the people voted for me or not. That’s what important. Don’t talk about too long or too short or about other issue [Arab-style revolution] in other places. The issue in Cambodia is that we have elections every 5 years and if the party still support me and the people still vote for me, I will continue (as PM)”, he said.

Mr. Hun Sen is resisting a call for the term limit of the prime minister in Cambodia, saying Cambodia is not the same as countries in the Western World. “There are calls for a term limit, 2 terms, 3 terms. You (opposition parties) can limit your own term as president of the party to 3 or 4 terms is up to you. The president of my party (Mr. Chea Sim), even though he is very old, is still the party president. The party’s honourary president (Mr. Heng Samrin) is still the honourary president, there won’t be a change. If you want to introduce a system, just do it for yourselves, but in Cambodia it is a Cambodian issue and everyone of them wanted to introduce a term limit? No way! What the hell do we want it for!”, he said.

The opposition leaders, Mr. Sam Rainsy and Mr. Kem Sokha, have consistently called for a term limit for the prime minister, preferably a two-term limit similar to the term limit for the U.S presidency. But, 59 year-old Mr. Hun Sen who became prime minister of Cambodia in 1985 after serving six years as foreign minister, strongly resisted that call. He has said in the past that he will continue serve a prime minister until he is 90 years old.

Cambodia-Vietnam Military Friendship Building To Be Constructed

NOTE: CAMBODIA must realize that why Vietnam donate us in this area while its military is also weak and under the China threat? There must be poltical interest for sure.

AKP –To advance mutual support, an official ground breaking ceremony for the construction of Cambodia-Vietnam military friendship building was held on Apr. 2 in the Phnom Penh-based Royal Cambodian Armed Forces (RCAF)’s Headquarters.

Cambodian Gen. Mam Sam, Chief of Cabinet to the RCAF commander in chief, and Gen. Pham Duc Thang, Chief of Vietnamese Military Attaché to Cambodia, who represented the two countries, presided over the ceremony.

“Vietnam has been providing both spiritual and physical support to Cambodian military and this support plays a significant role when Cambodia is undergoing military reform. The military friendship building proves another support in this course,” said Gen. Pham Duc Thang.

The construction of the friendship building will last for one year and cost approximately US$450,000. Hoko Design and Build Company has been commissioned for the construction. –AKP
