On September 18, Rong Chhun wrote a letter to Phnom Penh Governor Kep Chuktema to advise of plans for a rally by teachers at Democracy Park on Friday.

“We will march from Democracy Park to the Ministry of Education, the Prime Minister’s Cabinet and the National Assembly,” the letter said.
